This mod adds a new weapon, the workshop spawner. thats still awesome and will certainly find a use for it, but for creating settlements anywhere, i think its outside its capabilities. i think this script simply allows you to build anywhere, not so much create settlements.
I dunno if there is a way to register a settlement. once spawned, the current exterior cell will be flagged as your 'settlement' and you can build and scrap as you would in a normal one.
bat file to spawn a workshop at the players location. create a new settlement anywhere simply extract the file to your fallout 4 folder.
